Transitional Emergency, Medical and Housing Assistance (TEMHA)
TEMHA is a disability program for adults without children administered by the Baltimore City Department of Social Services. The program provides a flat $132.00 a month grant to individuals having a medically verified impairment that lasts for at least three months and states that the person is totally unable to work during the period of impairment. A representative payee is required when the medical diagnosis is substance abuse and the individual is not in treatment. The individual must have less than $157.00 per month income. Eligibility for Medical Assistance/Health Choice is decided by the State Review Team. Other major areas of service include:

  • Pharmacy Assistance
  • Assistance with Applying for SSI
  • Eviction Prevention Assistance
  • Transportation Assistance (Bus Pass)
  • Mental Health and Medical Referrals

You may apply at your local Baltimore City Department of Social Services, Family Investment Program (FIP) Center.

Food Stamps
Apply at your local Family Investment Program (FIP) Center. Food Stamps is a federally funded, county-administered program designed to assist people with low incomes to supplement their dietary needs. The monthly allotment of food stamps varies depending on the amount of household income and size of the household. A person who receives TEMHA may receive food stamps as well. Medical Assistance (MA)/Health Choice
Apply at your local FIP Center. This program pays for medical and prescription expenses. The general medical and financial criteria for eligibility are very similar to the SSI requirements. If you are SSI eligible, you are automatically eligible for Medical Assistance. You do not need to apply for MA separately, however, contact your local SSI/MA unit to advise them of your SSI eligibility. Call 1-410-361-4600 for more information.

Maryland Pharmacy Assistance
Maryland Pharmacy Assistance is a state funded program that pays for prescription drugs. This program is for Maryland households with limited income that are not receiving Medical Assistance. Eligibility is determined by the total income and cash value of the assets of the entire family household. If you qualify you pay only $5.00 for each prescription. To qualify, the gross household monthly income may not exceed $870.84/individual. Total assets may not exceed $4500.00/couple or $3750.00/individual. Maryland AIDS Drug Assistance Program (MADAP)
MADAP helps low to moderate income Maryland residents pay for certain drugs prescribed to treat HIV infection and AIDS. Recipients may be required to pay part of the cost of drugs covered by MADAP, depending upon income and household size. A person with partial prescription coverage may be able to have MADAP pay for their copays or deductibles on covered drugs. MADAP can also provide up to 90 days of emergency HIV/AIDS prescription coverage under the Transitional Assistance Program (TAP). (You must apply for TAP at a local health department HIV/AIDS program or an AIDS Service Organization.) MADAP-Plus provides assistance with health insurance premiums for people who do not qualify for the Maryland AIDS Insurance Assistance Program (MAIAP) because of their income, assets, or because they are not disabled by HIV. HIV+ individuals who have insurance coverage and must pay 50% or more of their premiums can apply for MADAP-Plus. (The eligibility requirements are the same as for MADAP.)

The Homeless and Environmental Services Unit
(H.E.S.U.)
is a specialized Emergency Service Unit which is administered by the Baltimore Department of Social Services. The Unit's focus is to provide specific services to the homeless populations namely; persons who are in crisis and/or whose specific circumstances place them in a vulnerable situation. This Unit has no geographical boundaries therefore, it is citywide in its scope. The major areas of service include:

  • Centralized emergency service intake
    (i.e., crisis intervention counseling)
  • Life-sustaining services
    (i.e., overnight shelter accommodation, energy assistance, food referrals.)
  • Social service coordination and disaster assistance
  • Referrals to other agencies for additional services.

This program is administered through the Baltimore City Dept. of Social Services. When a person receives their eviction notice/court summons, he/she must go to court on the scheduled trial date. Once in court you must request assistance from the caseworker in the court room. Services provided include attempts to forestall the eviction process and attempts at securing financial assistance. Eligible clients can receive grants up to $400.00 on a one-time basis. Grants can be used for single adults or families.
